Croatia being a member of the EC must follow the rules and allow pets with passports.
But then again call or mail a charter company in Croatia, they might have an idea.

I hear that UK allows entry for pets, even with passports, only on commercial transport... so I'm not sure if one EC rules necessarily applies to all EC countries!

Croatia does not quarantine healthy pets who meet the following requirements:

Your pet must have an ISO pet microchip and be vaccinated for rabies and various other diseases at least 1 month but not more than 12 months prior to travel. A USDA (or CFIA) accredited veterinarian must then complete the bi-lingual Croatia EU998 Veterinary Certificate for endorsement by the USDA or CFIA if traveling from the United States or Canada. A copy of the Rabies Certificate should also be included.

Pets entering Croatia from a country with a high incidence of rabies, must have a Blood Titer Test 90 days in advance to avoid quarantine.

RESTRICTIONS: Unvaccinated pets (dogs and cats only) under 3 months old may enter an EU Country, but there are additional regulations that must be met. Certain aggressive breeds of dogs are prohibited from entry.
