Has anyone heard of these? Can ordinary people purchase them?

Proctor & Gamble's non-profit division has created, and is distributing worldwide to areas in need, sachets of a powder that can transform water from non-potable to drinkable.

I don't think the product will remove salt from water but it could be a good thing to have if your on-board water tanks became somehow contaminated or if you had to provision water from a questionable source.

From your link, it appears the components of this are a coagulant and chlorine, nothing novel or unique and have been marketed throughout the world for a few decades. I didn't bother looking but a quick MSDS search may show more info. The chemistry involved is not effective for many parasites or viruses.

I'm sure it would remove salt. But I doubt it is designed for the very high amount of total dissolved solids that would be in seawater and it is aimed at treating surface water like from a river/stream/pond!

So I don't feel these have a lot of application for a boater.

So what virus or parasite is not killed by chlorine?

I was thinking of using something like this to treat on board water if the tanks turned up bad or had to take on suspect water.

why go get powder when ordinary bleach will do the same thing?
