Even with a water maker on my last boat, if it rained hard I'd open the tanks and fill then up, haven't died yet!

Depending on where you are, there can be quite a lot of pollution in rain water, remember the drop often forms on a particle, that particle could be Diesel soot or who knows what, if a major city or factories, coal burning power plants etc are nearby.

We watered up at fuel docks without buying fuel, many times. I just ask them on the radio if that's OK and they always confirm no problem.
Let me know where they do not let you take just water, I will keep the place earmarked in my no-go book!
If you smoke, it is a good practice (HA HA HA) to pull out this best pack and offer a cigarette to each dock guy. Think of it, they are often not very rich people, so when you come just for water it is not that you are helping their families. But a cigarette shared at the fuel dock ... goes a looong way towards showing people you are actually human. And HUMANS NEED WATER TO SURVIVE. ;-) And to put out fires ;-)
I mean it. If you talk to people and show them some respect nobody really refuses you anything. Today you fill up with water and some other day you sure buy fuel and ice. No worries, mate.

Yea, giving cigarettes to the guys working the fuel dock is a great idea!
Seriously, fewer and fewer people smoke these days so for a lot of people, giving them a cigarette is pretty meaningless. Money is better, let them chose to buy cigarettes or groceries.
Giving away free water with no purchase would probably be a marina policy, not something for a dockhand to decide. And it's not about the cost as much as tying up the fuel dock so paying customers have to wait or go somewhere else.
The bottom line is, the world doesn't owe you something for free.

Horrible taste. You need very good (carbon?) filters. We used plain carbon filters and they helped very little.
Maybe I should have said 'not tasty nor usable for you tea, before proper filtering'. As this is what I mean.

Yep.
This is my plan.
They often accept the cigarette.
They never smoke it on the dock and ...
They always let me take on as much water as I please!
I learned this from a book on emotional intelligence ;-)
And you are right this will be about taking up the dock space - we are lucky as our boat is only 26 ft long - most of the time the dock is big enough to fit two or three such boats easily.

Is tying up the fuel dock really an issue in some places? I haven't been to a ton of fuel docks, but the only time I was at one that was remotely busy was in Miami Beach... On New Year's Day... And even then, no one was waiting for us to move. But I imagine it can be an issue at times.

Completely agree with this statement. Once in a while we will get confused looks like "why would you get water but not fuel" because the marina is used to filling 2000 gallons of diesel and 20 gallons of water.

We just do what everyone does here. Get water from waterfalls and ice from icebergs busted off glaciers. All free. Sometimes I will dinghy right under the waterfall and load without getting out of the boat. Catch icebergs in fishing net and take hammer and chisel to customize size desires. Simple and convenient.

Ice Berg's and glaciers are a little more hard to come by in my neck of the woods, but I'm having a laugh thinking of dining up to an ice Berg with a pick axe.
