Hope all are safe, on both vessels.
That may actually wake Navy leadership up.
Reported damage (Port/Aft) makes it a less likely this one is Navy give way colregs error.
But still, Navy Destroyer should NEVER be hit by commercial ship.

I've noticed that US warships really tear in and out of ports...they put the pedal down very early for some reason. And Singapore is not exactly a sleepy port. And it was dark. Obviously still should not happen, but speed and congestion rarely pair well together at night.

In some situations speed IS security - that may be a reason. Of course the use of speed increases, not decreases, the need for effective collision avoidance.

Should a DDG under steam ever be in a collision w/ a tanker? No.
But let's save the political commentary until the findings okay? The Navy has been underfunded and maintained low readiness because its been on the back burner since 9/11. 15+ years of continuous war without the country being really mobilized for war.
10 sailors are missing. Have some respect.
