That is the uuencoded TIFF file you requested. You need an email client (e.g. Airmail) or some other program (e.g. uudecode) that understands uuencoding in order to recreate the TIFF file.

Agree, lame comment. NOAA provides very good and extensive services. Most other sources are just repackaged NOAA data.

The OP is having a comm's configuation issue. Nothing wrong with NOAA's FTP server, have used ot many times.
