San Francisco Bay frequently has lots of miles of water, trouble is it will be 50ft deep in the marked channel, and 6ft outside it.
I watched the video again and can't really see any sign of the boat being anchored. Is it just drifting?

Ive watched this video a half dozen times, including trying frame by frame- all be it on a phone, but I just can't make this out to be a tanker.
She shows the yellow quarantine flag- but no red bravo- and yet she's nearly fully loaded , I can't see no smoking on the front of the accommodations or the side. I don't see a catwalk, or cargo handling manifold.
How have we identified this as a tanker? She looks like a bulk carrier to me.

The Colregs do not use "Right-of-way" terminology anywhere (although the U.S. navigation rules that incorporate the Colregs do use the term in the inland rivers section).
There's no "right-of-way" provided, there are only "stand-on vessels" and "give way vessels". The stand-on vessel's responsibility is to hold course so as not to confuse the situation until it's apparent that the Give-way vessel is not going to move.
Both vessels are equally required to not collide, and being the stand-on vessel isn't going to help you if you could have avoided collision but failed to.

Yeah, I couldn't see it well enough. But up here in the PNW there are mid channel bouys in miles wide and 600 ft of water....

I see the anchor on the bow of runabout. My guess is disabled or someone panicked?
And who cares if bulk carrier or tanker if you're in the runabout? Both are bigger and have monstruous propellers.

I can't make out the colour of the buoy, but I don't think its bifurcation or fairway, looks like a solid colour.

Yes, Google tells me she is 30 000 grt. Big boat. I was just trying to assess what I was looking at.
If a ship is carrying dangerous cargoes, it impacts how she is managed.

As much as I detest government intervention & regulation, this is where you should be required to pass a simplified rules of the road test aimed at the same level of moron as a driving test. Did anyone read the comments after the clip? "Did the tanker stop?" and a few other dumb as a brick comments.

Those 'dots' on her sheerstrake showing where the manifold is are a dead giveaway that she is a tanker.
Re 5 blasts and not altering course.. in that situation you would give 5 blasts long before that vid started.. and how do we know the tanker didn't alter course... ? Would only take a few degrees .. and at the end of the day she missed the runabout..not by much maybe but she did miss it....

And also she is a chemical tanker... according to Marinetraffic.. although the number of 'dots' was a bit of a giveaway.
So given the choice..smack runabout or put chemical tanker on the bricks I think I know what most would opt for..

Those here in the pnw are mid channel markers designating the demarkation between the lanes of a TSS. Yellow in color
