Unregistered boat operating as a tourist vessel. Some one is going to Jail. I guess its an awakener to those here who want to use their own boats as charter vessels in foreign ports, that if something wrong, your going to be in world of trouble.

I just finished reading the actual news article. It's a miracle all 13 onboard the sinking boat survived thanks to the assistance from several people aboard the vessel from where the posted video was shot. A few individuals were on their way down with the boat, when the swimmers you see in the video dove down to free them and help them to the surface.

Advice when on a Thai built dive boat... Sit on the top deck.... Very lucky people

I think a question cruisers should ask themselves is if you are comfortable in keeping your head in this scenario?

If not you should consider taking a SCUBA course to build up you confidence when your head goes under or you need to save someone.

whether boat was licensed or not is onlly an issue for the lawyers

I have spent over six months travelling through south east Asia over the last two years and have traveled on many local "ferries". My consistent reckoning was to Stay on deck and not venture inside. The other thing I did was take note of the lifejacket locations.That comes back to my time sailing commercially, so its a Pavlovian thing for me . ( though I rarely watch the flight safetly briefings on planes- go figure.)

Years of dinghy and cat sailing make me very comfortable with an upside down boat underneath me. But for the tourist, who is not a boat person, you can understand those horrid screams you could hear in the back ground.

There will be a court case of course. But Thailand being Thailand, if you pay the right people, well, things can go away.

You are right on all points ozskipper.
I think the Philippines probably has the worst Ferry safety record and man made sea tragedies.
What makes it even worse fort this Island nation is that so many of their citizens cannot Swim!
