Of course, we've been away from the US for years, and certainly aren't aware what's available in FL, but I'm thinking the OP doesn't get it that people are quite possessive about their boats. Just why would one want to rent out their home? in which they are currently living?

One thing I'll bet that hasn't changed since you left FL is the huge number of boats that sit unused for months or even years. Certainly anyone that lives on their boat or owners that
cruise weekends or even those that go out for just a week or so
vacation each year would be reluctant to rent out a boat. But that leaves an awful lot of boats that are used seldom if at all.
Last time we lived in onboard in a FL marina over the course of a full year the great majority of the boats around us we never saw anyone visit a
single time. Since my wife was on the boat most of the time with our infant daughter she had a pretty good idea of the comings and goings.
One idea that might
work and, at the same time, might resolve
insurance concerns for a boat owner that would otherwise have to get coverage for
renting the boat is to hire on as boat sitters. Some owners like the
security of someone on board their boats. If you can give good
references and appear to be a responsible, reliable couple that might be an option. The downside, boat sitting usually includes
maintenance and
work on the boat but that might not be a bad thing for someone that wants a taste of the lifestyle.
