Couldn't one avid pirate activity by staying in the open ocean, or at least out of the shipping lanes? After all, pirates go where the highest volume of prey is, don't they? They wouldn't be wondering around in the middle of the Atlantic or Pacific. They'd be where the cargo is, I would think.
