I've never been there, but it seems to me that one should be able to launch their boat at the public boat ramp without getting a ticket for having a dog on the beach. When I think of a boat ramp, I think of a cement ramp with parking area, etc.

I agree with the OP that there is no beach there as it's all private property around the boat ramp and very little parking. The shore sand is exposed at low tide, but it's not really a beach. The Beach is on the other side of the island.

Before I retired I did surveying work in SE Georgia. Lots of the barrier islands there have fairly expensive homes and the owners don't always take kindly to strangers in the neighborhood. Not to mention dogs running loose. Most of them have leash laws and the residents put pressure on the LEOs to enforce them.

I know there are lots of dog lovers who often seem to have a problem understanding just how much the non dog lovers object to dogs. My survey work was related to land use, zoning, and the like. Also have a law degree and in the eyes of the law dogs are classified as a nuisance. As a kid I grew up with dogs and enjoy being around them. But I also realize some folks don't and generally have the law on their side when they try and keep dogs away from them.

Tomfl, in your experience there would hitting golf balls at an anchored sailboat fit under the definition of not taking kindly to strangers?

Sure, a lot of people don't like dogs but in this instance we have allegations that someone did some real harm to someone else's property.

My wife and son's dogs are on leash, except in our fenced in yard, four hours from Tybee Island. Again on leash in hand. There had to be something that I wasn't supposed to witness. Or was the, "Law Enforcement Officers," "Oath of Office," for sale to the highest bidder?

Again, "Dog on the Beach," falls under ,"Color of Law," as it's a boat ramp, per city officials, Google, and the sign on the boat ramp.
