Yeah, I didn't get that at all. Something about prohibiting dogs from sailing and not clear how the LEO was involved.
If he is looking for the other sailor...for what purpose?
I think the OP really needs to provide some clarity in what happened and what he is looking for.

I see nothing hard to understand here:
A dog was found driving golf balls at a boat anchored too close to a private golf course. The dog got fined and is trying here to contact the boat to apologize.
Failing that, the dog is facing public work for two weeks.

I thought the dog borrowed a sailboat and was hitting golf balls off the back and the LEO stopped him because dogs aren't allowed to sail plus the obvious issue that golf balls are plastic and leaving them in the water violates marpol regulations.

Wow... It appears the original post was made at the spare of the moment as it was happening, which helps to explain why it sounded a bit cryptic. Although I too did not initially comprehend what was being said, it was considerate that he took the time to post it and I appreciate it.
LEO is an abbreviation for Law Enforcement Officer - which I did not know until after a Google search.
It all makes sense to me now... Except for why a cop would be telling someone their dogs can't go sailing.

choice: either reject constructive theory or conclude that the purpose of the
reader is social comment. Thus, in Satyricon, Fellini examines dialectic
Marxism; in Amarcord he denies the subtextual paradigm of context.

Ok, so pay the local LEO enough and you can litter Little Tybee Island from the safety of Tybee Island. If the LEO doesn't want you to witness his violation of his, "Oath of Office," he cites you, who are trying to launch at the public boat ramp, to make you leave. Oh, citation, "Dog on the Beach."
An attempt at, "Color of Law," Violation by Tybee Authorities.
Still surrounded by anchors.

This thread just gets more and more bizarre.
Since this is the 3rd or 4th post from the OP, I think the theory that the confusing nature of the original post was due to it being a quick spur of the moment post goes out the window.
It's like watching a train wreck, I just can't keep checking out this thread.

Perhaps you have noticed that so far no one seems completely clear on what happened nor what you are trying to say. While this can be somewhat entertaining if you would like to clarify what happened could you possibly:
1. Say where boat A was located, what it was doing and what happened to that boat or almost happened to that boat.
2. Tell us where you were and as clearly as possible what you were doing or trying to do.
3. What the LEO was doing or what he tried to do. Maybe even report the words he used?

Sailboat anchored in Tybee Creek.
I was attempting to launch at the boat ramp.
Golfer with, "Golfing Wood iron," called LEO.
LEO citation. Dog on the beach.
Property adjacent to ramp listed as waterfront, not beach.
Again, "Color of Law Violation," and Harassment.
