If you look on Craigs List you can hire a Somali support vessel. Full of pirates no doubt, but at least they're your pirates. That's what we'll be doing...

That's funny...Call Rent-A-Pirate to defend you while making your transit.

What if you could pay a fee to them in return for leaving you alone?...like a "Pirate fees paid" sticker you put on your window?

It's funny we on CF even debate this. Pirates have been a fact since man starting going to sea. I'm pretty sure it is well known how to stop them by now! It's just whether anyone is willing to do it!

Then the pirates will have to have elections to determine what the pirate fees are and how to distribute them. They will have to form a pirate revenue service to collect the fees and a prirate appraisal service for passing vessels to determine how much pirate fee they have to pay for safe passage. The penalty for not having the proper sticker will be the same as everywhere else, seize the vessel and hold the occupants for bail, ...oops I mean ransom. Of course if a vessel doesn't have a fee sticker a pirate warrent will have to be issued, allowing free ransacking and seizing of any valuables for "evidence", as well as confiscating any materials, (weapons), that may be used to impede pirate investigations.

I was thinking along these same lines. Your typical 'highwayman' would not have a vested interest in killing everyone who passes, but rather simply collecting a 'toll' for safe passage. This is not unlike the tradition of "insurance" from the mafia. Become a target or pay to be protected. I wouldn't mind paying to be protected.

In reality, the key here is the political and economic situation in the area. They need money and have no means of bringing it in. Therefore they find any desperate means they can to get it. Arming oneself will only escalate. Look how well that worked during teh 'cold war'.

It would seem finding a way to develop some type of commerce in the area for both commercial and cruising vessels would be preferred. Chandlery, Marine Services, Tourism? I would think people would be less apt to want to bite the hand that feeds them.

As a fundamentalist Atheist it may seem strange for me to say, but the answer to Somalia involves Islam. Fundamentalist Islam ........with western support

Possibly at the moment not a price the west willing to pay, but if we looked 30 years ahead rather than only 30 days then not so scary. might take them 300 years to get rational, but in the meantime a functional society can develop.

Substitute the word "government" for pirate in every case, and I think you will find that the manual is already in place,
