I believe Corsairs are French privateers.
The French authorised Corsairs by the “Lettre de Course”, whereas other countries issued the "Letter of Marque and Reprisal" to Privateers.

You're maybe right. Nevertheless, the word "CORSAIRE" comes from a type of war called "war of course" , Guerra di Corsa in italian. This term comes from the type of attacks made from corsaires against merchant ships. Corsa means a run, a chase, from latin "CURSUS". So it is easily understood that a chase was just the way corsaires used to go after those ships. And that does not mean that a corsaire is french, but that is a man that makes this type of war over the seas, legally with a patent from a crown. As a matter of fact, Sir Francis Drake, in the XVI century, was Queen Elisabeth's Corsaire.

I knew that David, but Rodney and Penny were asking for some advice and being such amiable sorts, thought I would start them off a bit slow, baby steps like... for when they make the party rounds.

If you really want to be pirate, but are in touch with reality enough to realize that you are about three centuries past the optimum time for learning that "trade", at least in the Caribbean waters, do not get depressed about it. Letters of Marque are banned under the International Law of the Sea treaty. If you could find a country that not a party to the treaty, AND is willing to issue you a letter of marque, the most of the world (i.e. every country but the one that issued the letter) will still consider you a pirate. Since everybody else still considers your ship to be a pirate vessel, any navy in the world can legally sieze or destroy your vessel and kill or imprison the crew if they find you in international waters.

So if you're going to be a pirate, you have to go it alone, without support from your government.

Privateering was abolished by the Declaration of Paris of 1856, but the declaration was not signed by the United States, Spain, Mexico, and Venezuela.
Under the U.S. Constitution, Congress has the power to issue "letters of marque" and therefore to make use of privateers.
