How Do I Find The Owner of This Boat ?

I hope this is the right place to ask this question.
Recently I was looking at a boat at a marina in the North Bay Area (SF) and when I was leaving, I saw another boat whose tags had expired three years ago (Does California license boats yearly or for two years at a time?) I would like to contact the owner to ask if the boat may be for sale. (In the past, I had not tried to find the owner of a similar boat since there was no for sale sign on it, and then the next thing I knew, it had been sold).
The only information I have on the boat is the CF number. So my question is:
How can I find the owner using the CF number?
I did email the marina to ask but have not received a response.

I did this once as a favor to the boatyard. Just keep google-ing any registration numbers, boatname, and even look for references of the boatname in groups, etc. In my case the owner didn't know the boatyard was clearing everything out and would have lost his boat. The boatyard was happy to have its bill paid. The best thing for you to do is to personally go to the marina and ask about it. Expired tags only means the owner may have his tags at home and will put them on when he ever goes back down to the boat. The marina should have the owner information, but, if the owner has abandoned the boat, there will be an overdue bill. There are boatyards and marinas here on the Chesapeake that don't want to grind up the old boats and offer them for almost nothing just to have it taken care of. Good luck, hope you save a boat.

Many sailboats are USCG documented. If it is you can go to this web site, type in the name and it will give you a list of boats by that name and there registered owners.
