Perhaps the whale is the Alaskan goat? Or the cruise ship goat? A yearly offering to ensure the suckers, er, passengers, continue to show up?

The ubderwater noise of a large oil tanker is very obscured from right ahead (a significant problem for submarines)

It is probable that this was a contributing factor.
