Okay, so I was oblivious, but is Google really going to take on the high seas? I suppose it's a form of tax evasion/piracy...

I also heard from an inside source that they can also hire cheap labor from third world countries (India, Philippines, Africa, etc.) w/o the need for visa and/or passports.

It would be ineresting to see what the impact would be on the physical and biological characteristics of the local environment when impacted with such a massive heated discharge. Just another form of "Ocean-Dumping"? If such installations were outside of territorial waters there would be no controls other than public pressure, which in the case of Google might be sufficient.
