It was tried. I can't find the article but I think it was a passenger ship and the idea was that it would smooth out the motion for the passengers. The result was a ship that would make every sailor seasick as the interior motion was unbearable. Maybe it wasn't dampened right or maybe it was a lack of view to the horizon but whatever the reason it was a spectacular failure.
