I just received an audit on my tax return for 2012 back from the IRS. It puzzles me!!!
They are questioning how many dependents I claimed.
I guess it was because of my response to the question: "List all dependents?"
I replied: 12 million illegal immigrants; 3 million crack heads;
42 million unemployed people on food stamps,
2 million people in over 243 prisons;
Half of Mexico ; and 535 persons in the U.S. House and Senate."
1 President & 1 Vice President.
Evidently, this was NOT an acceptable answer.
I KEEP ASKING MYSELF, WHO The Hell DID I MISS?
Oh yeah, the boat.

I might also point out that this group is hardly a cross section of population. In fact, last year, more people moved into California than moved out.

The concept of a "stateless person" is nothing new. They have no nationality and no legal place of residency besides where they may be standing, or squatting.
And in the case of the United States, yes, it is possible to be a US resident and not be a resident of any State. You may be a vagrant, a transient, a drifter, in which case "residency" usually does not attach until you've been in some place more than 30 days. At which point most states will claim you as a resident, like it or not.
Then too, there are 50 US states, but also 11 insular possessions, including war prizes like Puerto Rico, and the District of Columbia. Residents of those last twelve places have no "state" residency, but are US citizens and residents as well.
We're so lucky! There are 62 often different and conflicting ways to be a resident of some part of the United States. And that's ignoring the Indian Nations.

Actually in the US you are always considered a resident of the last state of residency and, for the purposes of this I am including the 11 insular possessions in the broader, although not literal, definition of state.
Now you're right that each state has their own rules of when you establish residency and residency is determined differently for different things. As we were discussing taxes, that's the context in which I was speaking. For tax purposes, every state I'm aware of will continue to consider you a resident until you establish residency in another one. And in the specific situation, California would absolutely consider the person a resident as they had not established Florida residency, had not given a change of address for their driver's license. You continue to carry a California driver's license and then they are going to consider you a tax resident. And in some cases as you point out, multiple states may claim you as a resident.

Stevens47, contact the County Assessor's office and request the necessary information to support your filing as a liveaboard. This means that you will have to prove to them that the boat is your primary residence, not a second home. It's not difficult. You will then receive a bill for a personal property tax item, and have to check the box saying you are still living aboard, in order to gain the tax credit toward eliminating (or if you live on a gold-plater, reduce) your tax bill.
