Information on Key West Marina

I just got an email from the harbormaster for Old Island Marina, this information is minutes old:

Stern-to on a mooring would be $455 per month plus tax & electric. Side-to on our Seawall would be $595 per month plus tax & electric. We do require a 1 month refundable security deposit. Live aboards are OK. We have Bathrooms with Showers and just installed Beacon Wifi internet service ($20 per month). If you needed TV, you would order directly from Direct TV or Dish Network.

Sorry for the stupid question, but what do they mean by stern-to?

I have a couple of friends staying there. They have moorings where you tie off the bow and tie up stern to seawall. You need large fenders to tie up broadside. Seawall is rough and irregular. This is kind of a trashy place with a lot of neglected junk. Bathrooms are ok and they have free ice when ice machine is working.

If I can ask, what makes it trashy? What kind of junk? I just want to be informed before I were to make a decision.
