Yes... but you seem to be thinking outside the box of reality and the laws of physics and finance.

You plan to design and build your Waterworld paradise, position it 3 miles away from civilization and then what.... a bunch of cheap, tight wad cruisers like us are just going to live there for free? And no big waves, high winds or storms will ever bother the tranquility?

Doesn't sound like a place I'd want to live. We like to be near the shore, at an anchorage, and when things get a little too crowded, or a noisy boat or beach nightclub turns up the music.... we pull up the anchor and move to a new paradise, and have the place.... all to ourselves.

Or I have a better idea.... for under $3000 per month, go live full-time on a cruise ship and see the world. $6000 if you bring a friend or spouse. Double occupancy, all inclusive.

Where are you going to pull up anchor and find a place all to yourselves once the pop;nation doubles... I am meerly looking ahead... with 3/4's of the planet's surface covered in water... the ocean is the last refuge... I can imagine at the present increase in population that your favorite hideaway will one day look like Santa Barbara marina. ...and talk about expensive?

To many, this is the allure of ocean sailing, to up anchor and sail away to a place we inhabit all to ourselves. If we up anchor and sail a half an hour away to an animated marina which for all the world looks just like the place we left, this becomes a pointless exercise. For this, we only need to sail the Caribbean, where we can up anchor and sail for thirty minutes and join another fleet of disgruntled sailors.

Why not place your floating marina halfway to Hawaii to give sailors a waystation to reprovission and rest up, or dig a canal from The Sea of Cortez into Death Valley and turn the cheapest dirt on earth into a series waterfront resorts or blast channels into all the atolls whose lagoon entrances are too shallow.

Your enthusiasm is matched only by your lack of understanding of wave action, economic realities and demand for another man made obstruction to have to steer around in order to actually get to the current place (open ocean) where people are not.

In the last few years I have been studying floating wave attenuators for marina projects.
Unfortunately, regardless of size and design, they will only work for a fairly narrow range of wave periods which is inconsistent with the wide range of offshore open water wave and ground swell conditions.

You would have to build massive breakwaters similar to this one in Brunei.

In Gananoque, On, Ca, they have built a semi-floating wave attenuator
using tires chained together in a row, protecting the Municipal Marina from passing power boat wakes. It works quite well.

Open unclaimed ocean would be the only simi-affordable way. Modular construction,,,100 or more tons each tethered together with heave cable and pistons and passages ways similar to boarding ladders. you would need some kind of propulsion system to maintain a geographic position a renewable power supply and many other things. But, if it were to be sovereign. The paranoia of the worlds countries, would be against it, seeing it as a threat to them...it being one more country consuming the worlds resources and them not getting a slice. just because the US is starting end its sanctions on Cuba....just look at the mentality that caused it. that hasn't changed and the US isn't the only one with that mentality. So as mentioned before Unless sanctioned by some country, it probably won't happen in the next 50 or more years. Not that the technology isn't there, because it is. Communities in space might come first.
