The OP's question is unclear. Does he want ideas for creating more safe clean moorings for cruisers, or does he want solutions for global overpopulation? Because the first is no solution for the second.

But he does bring a valid point to light: A large portion of those nearly ten billion are living near the sea. We are creatures of the land, but apparently just barely so. The ideal solutions for what we seem to desire are those that create coastline. Flooding Death Valley, settling Ross Harbor (formerly the Ross Ice Shelf) and Antarctica, settling Greenland, Hudson Bay and the Arctic coast.

Using the imminent flooding of island nations seems like a lemons-to-lemonade solution too.

In the past year it was discovered Antarctic ice is melting ten times faster than previously thought. There is enough ice on that continent to raise global ocean levels four feet. The OP's quest for additional moorings might be as close as shopping mall parking lots.

I thot the OP was looking for a near shore floating marina design

But if you insist on a mid ocean waterworld,why not just let it drift. There are several ocean gyres to place it in.

The best spot would be the Sargasso Sea and its equivalents in other Oceans..
The disused tanker/container ship idea would be feasible.. however free drifting within the 'Circle' and transmitting a constant locater beacon for craft to home in on.

I think this has already been done a couple of times, most recently in 1914 and in 1939. Another one is coming in huge strides as all work exported to China rendered hundreds of workers obsolete.

Still, we know that at this level of our unfortunate civilization populations bounce back impressively fast. So not only the problems get solved for short time only but also new problems are created. Overall, preferably other solutions must be found.

Like offshore colonies. If you think about lifestyle of an average city dweller, if you build the colony platform big enough, they will never notice there is no landscape around them.

Expansion is more likely than contraction as it fills the capitalist pocket faster and creates an illusion of peace, order and happiness for the rest of us.

Haven'y heard anything in over a year.

There is another cruise ship for startups travelling the world.

No marina I know of. What country would own it? Claiming the oceans, and building your own islands, is frowned upon by the big countries. Most countries wouldn't recognize your sovereignty.

I'm still stuck on location as an issue. I believe most countries are claiming a 200 mile economic exclusion zone. That eats up most of the viable shallow water locations.


Also, even if you could put one just outside the 3 mile limit, I'm betting most countries are going to make the ferry service a real hassle with customs and immigration controls.


If you go open ocean, getting food, supplies and repair materials is going to be hugely expensive and again, many countries may make it really hard. The sea is a harsh environment. If the suggestion is to replace rigging every 10yrs, how long do you think this floating island will last without major rehab work.


Without some form of economy, it will never even be considered. Running a server farm sounds great until they won't let you connect the cables to the nearest land without fees so high, it would be cheaper to build it on the land you are trying to get to.


Totally irrelevant to the overpopulation question. The people running out of space to live are typically the poor. The rich or even middle class have no problem finding a place to live. So now you have a wildly expensive system for the poor...unless it's population control via planned sinking, it's a no go.


If you take out the need to escape some evil country, placing something in a protected lake or bay is a viable option. Of course we have those already...they are called house boats.
