I hope you won't take offense at this answer, but you need to search the forum and do a LOT more
research. There have been hundreds of discussions of what makes a
boat "up to the job" of ocean crossings.
Bottom line is that people have crossed the Atlantic in open row boats. So, for them, that boat was "up to the job." What makes a particular boat "up to the job" for YOU is something that only YOU can answer. You need to do a lot more reading into different kinds of boats, and what makes a boat safer and more comfortable in different kinds of conditions, so that you can narrow down your question to something more meaningful. A vague question like this is simply not going to get you any really useful answers.
Of, if you don't want to do that then, yes, that boat is "up to the job" of crossing the Atlantic. Certainly at least as "up to the job" as a 14 or 15 foot row boat.
