Pilot Fees in State Washington , USA

We are planning for a trip to the west coast of Canada en the USA . Somewhere on the internet I read that every foreign boat who wants to sail the waters of the state Washington has to buy a pilot exemption paper . The cost of this paper is $ 500 , -- and then it is valid for 1 year. Is there anybody who can tell us more about it and does anybody has any experience regarding this subject .

No pilot fees for recorational boaters in WA state waters. Have fun crusing Vancouver Island this year because next couple of years the debri from the Japan's tsunami will be upon the west coast and cluddering things up a bit.
