VAT EU . Yet another one

Has any USA citizen with residency in America taken their American flagged vessel to the EU and used any of the documentation services or government agencies in Europe. mainly Belgium, Netherlands Sweden, Jersey England Malta etc. obtained new registration, documentation etc from an EU country, avoided paying VAT and sailed to another EU country and cleared customs with the new paperwork that was issued by one of the companies, government or inspected by a maritime law enforcement agency , Guardia Civil, Maritime Gendarmerie, Guardia Financia etc. And not have any problems with the new paperwork? If so . Could you please pass on the service, agency, country that you used..
