I have my boat winterized and now they want 7000 dollars of work. Can I just say put the boat in the water or can they legally say no.

They are proposing to do $7,000 of work? You have no obligation to have them do anything. If you have paid the storage fee and pay for the launch they can make no other claim.

Lot's of yards do work and have a no cash no splash so you won't be launched until you have paid the yard bill. But this sounds different.

Just say NO.

What is stated in any contract you signed or what ever else you agreed to? That's probably what you are obligated to.

Obviously there is the practical matter, that if you don't pay them to launch your boat, it's not going anywhere.

It's there place to recommend ways for you to part with your money. It's your job to evaluate what they say, compare it to other options and make your own decision.
