IPAD Pro and navigation software

Got a 3rd gen Ipad with wi-fi and cellular capability. A friend says I don't need the cellular option. I will be in the Florida, the Bahamas and southward in 2019. Maybe even going over to Panama. Do I need this option to access navigation software while underway?? Using Garmin, Navionics and maybe INavix. Also want to look at weather online. I use an Iphone. What do you think?

You need the cellular model if you want GPS as that is the only one that has it. If you have an external GPS you can use it with the WiFi only model and use any navigation software.
