Don't know about the brothel part, but the gambling and drugs part will mean you have to be flagged outside of the US. The USCG can board any US flagged vessel anywhere in the world. And since there are Federal laws regarding gambling and drugs, the USCG will be obliged to enforce them.

For that matter any coast guard can board any vessel carrying their own flag anywhere.

If the vessel is foreign flagged then it will not be able to make consecutive stops at US ports, it will have to visit a foreign port in between each US stop.

while they can board...they can't enforce ALL US laws...only what's within their jurisdiction for the area concerned....

I doubt they could enforce prostitution and gambling...but the drugs thing is a most likely.

The drugs are the only big problem, Casinos and Brothels are requaltated by the states, the drugs are federal and country wide, the states that are 420 friendly are still worried by US Marshals/USCG. The brothels, as long as the girls are all over 18, if you take a girl over state lines for sex that is a big no no. Casinos are the easy one. just make sure you have all the ducks it a row for the safety side, and the CG boardings will just be a nuissace.
