It's been years since we've been there, so rates have no doubt changed. I remember that for those who used them, they were extremely reasonable. We anchored out. I would go to Verodero (sp?) near Havana, they have a bus going back and forth. Hemmingways had a reputation for needing too many bribes to get things done (check in and check out). , I would look at Puerto de Vita, very affordable, extremely protected, and an excellent place to use to explore the island.
