Buy the boat.. fix it.. sail to the Azores and settle the VAT there.. or.. sail around the world and pay nothing till you get back.
But when you've a boat that you appear to have the hots for going at an as you say mega cheap price.. ask a question.. get lattsa answers then come back with this... your a WOFT
TROLL BELLS.. Sorry mate..
try being here a few years..
It's much easier to ask questions here rather than ask the relevant tax authority and get a real answer

(now is not a problem) customs would come after the boat and not the previous owner right?
call his bluff then, go see the customs together with the owner and ask them if they are happy for the transaction to go through.
that way all parties will know how they stand.

I think that this would need to be asked of an attorney. This does not apply to your situation but is an example of a government can do: In California if you buy a vehicle that has not been registered for a few years the amount of money owed becomes a lien on the vehicle. That lien prevents a person (new owner) from registering the vehicle in the state.

I am not one to shy away from finding a good deal -- but you need to know the rules before you play the game. Is it worth spending $1,000 to find out the law? Not on a $2,000 boat but on a $1m yes. If you are in between these values then you need to figure out where your line is.
