I think that this would need to be asked of an attorney. This does not apply to your situation but is an example of a government can do: In California if you buy a vehicle that has not been registered for a few years the amount of money owed becomes a lien on the vehicle. That lien prevents a person (new owner) from registering the vehicle in the state.

I am not one to shy away from finding a good deal -- but you need to know the rules before you play the game. Is it worth spending $1,000 to find out the law? Not on a $2,000 boat but on a $1m yes. If you are in between these values then you need to figure out where your line is.
