Upon notification that one is going to be boarded, is USCG accepting responsibility for both vessels?

No. You are still responsible for your boat. If you feel it is too dangerous to heave to and be boarded in that particular place, at that particular time, you can say so. Of course, if you just say so because you don't want them to board, and you really have no good reason to believe that a boarding would be dangerous, you are probably going to have a whole lot MORE to answer for later on than if you had just let them board.

Do you need to heave to and delay your voyage or will they board while you keep your course?

Only been boarded once; they told me to continue on my voyage and maintain my course and speed.

Been boarded 4 times, each time the Coasties requested that I maintain course and speed. Once I requested that we get to our nearby marina first so my crew could disembark and continue on their way and the cutter was ok with that.
One other time was more amusing. We were under sail in a 45' Chris White cat. I suggested that we slow down for the boarding party but they wanted us to maintain course and speed. They were training newbies in the operation of a jet powered rib. After several failed attempts, they returned to the cutter and returned with the "first string" aboard lol.
On all occasions the USCG personnel were courteous and efficient.
