US Vessel entering the US with UK national

Hi:
Does anyone have experience with a UK national entering the US on a US flagged boat. We would be entering from Mexico into San Diego. I see that a B2 visa might be the way to go but was wondering if anyone has had experience.

You must have visas when arriving by boat unless you are on a green card.

I believe if you could pre enter the US via land crossing and get that piece of paper that grants you 3 mos. in the US, you may be able to enter via private boat with that, verify first..

UK national would fly in and then fly to Mexico then enter the US by boat and fly back to the UK.

Separately from the possobility of using prior entry to do away with need to get B1/B2 visa, note that vessel will need to report by phone and then in person to clear in.....

I'd have the Brit get off in Ensenada and go through the land border, then rejoin the boat in San Diego. All legal without a B1/B2 visa.
