US Expat Buying Boat in Europe

Where to register? This is quite a quandry. Can you guys tell me:

1. Can I register my boat (purchase in the U.K.) on the U.S.C.G. registry without being resident of any state, and without intending to bring the boat back -- probably ever -- into U.S. waters?

2. Do I pay any import duties in that case (1.5%)?

3. Can I then sail around with impunity in European waters? I understand that with a VAT-unpaid boat I have to leave EU waters and check into a non-EU port at least once every 18 months -- right?

4. Can I sail under U.S. rules -- that is, no skipper's license as long as I am not taking paying passengers?
