tonnage measurer in/near Florida for Cdn registration

My boat is to be registered in Canada. I am a US and Canadian citizen, residing in the US (for now). The plan is to sail beyond N. America for a long period of time.

Does anybody know of an official tonnage measurer in or near Florida, for Canadian vessel registration?
Other than needing to check in periodically when cruising the US (and not being able to visit Canada, any problems envisioned?
