Sorry, your post did not say that regional registry offices were closed. It says "Don't call the regional inspectors, call Ottawa directly". I was just simply letting people know that the regional registry offices no longer exist. When I said the Regional Offices were closed I was referring to the Registry Office within the Department of Marine Safety (which still have regional offices and with whom I deal routinely). As we were talking about Registry, I didn't think I had to differentiate.

OP back here with some good news.

I got my boat registered in Canada! I have to thank all for their replies but huge accolades to Boatpoker who had the knowledge to guide me through the process. Once he was on board it was calm seas and steady breezes to get on the register.

I spent the last few days buying Canadian flags and Tranport Canada approved PFDs.

Not sure exactly how many more sleeps but it won't be long until I launch my boat in Capetown: Thanks to boatpoker, it will be, Proudly Canadian.
