Registering Boat Bought in Puerto Rico, Kept in Sint Maarten

Hi everyone,
I'm a US citizen living, and unfortunately still working, in Saint Maarten NA, new to cruising, and am looking at buying a cruiser in PR.
The boat would be predominately moored in SXM but I would like to register the boat in USVI 1st, or Puerto Rico unless there is reason to import it and register it in SXM. Without have proof of residency in PR or USVI, i.e. driver’s license, tax papers, how would you go about the paperwork?
My US residence state, inland, has no sales tax and registering a boat there was easy…although this boat would never be there.

Any thoughts or comments are appreciated... humor as well!

Rgister it at home where you have a mailing address. Sint Maarten is full of boats here temporarily.

If you are a US citizen you can "document" the boat with the US Coast Guard and thereby avoid and US-State registration/taxes - until - the boat returns to USA waters.
