It says the sailboats were moored, which would lead one to think the tanker captain is going to shoulder all the blame. On the other hand, it is possible that the sailboats were on private moorings that were poorly placed, too close to (or even in) the channel. Or they might not have been properly marked. So who knows? It is not impossible that the sailboat owners might bear some of the blame.

I like how the article calls it a "collision" when really it should say "freighter runs into sailboats"
