Customs most certainly can withhold clearance, in fact they are normally the department that does prevent recreational vessels leaving.

The guy is fairly obviously cruising on a shoestring and maybe he is doing it for the same reason they did and is seeking something he feels justifies the risk he is taking. He has a moral obligation to not only avoid endangering the lives of those who seek to rescue him but he also has a moral obligation to the wider cruising community by not conducting himself in such a way that it will adversely affect the freedom of those who follow in his wake. People who give the impression of being deadbeats and losers will always provoke a kneejerk reaction from authorities and this can only be bad for everyone else.

Dead beat and loser may be a bit harsh in this instance, the bloke did sail across the Pacific....

Besides, sailing the Pacific is hardly a qualification for being an expert sailor, presuming it was the milk run.

There's no evidence the vessel's unsafe or in poor condition. Is not reliant on a combustion engine and fuel requirements. Is not reliant on hydraulics or electronics. Goes too slow to get holed by a container. He's proved he can go long distances at sea and pick his weather windows around NZ. As long as he's not forced to give any ETAs he won't be putting rescuers at risk or have timetables to put himself at risk. Seems likely to me that he's safer than most.

I have no problem with folks being "different" (no sh#t!), but if you do march to the beat of own drum then part of the deal is that you get to suck up any downsides - and a lot of those involve other people not being able to easily process "different".

My guess is that the NZ official wears a few hats, and in the absence of knowing whether he should and legally can do something (or which hat he should be wearing) has chosen to take the obvious route - of doing nothing until he knows which leg he should be standing on! In this case I suspect the boat has not technically been detained, but that OP won't be getting any clearance for himself either (nothing happening all round!).

In principal I am happy for OP to do WTF he wants, including going glug through own choices!, but if I was the NZ official then I would be concerned about how OP going glug would affect.........me!, and would likely be taking a similar (CYA based!) approach.

As said already, will be interesting to hear about OP's experiences of officialdom when (if?!) he arrives in Oz, especially on the horticultural front!

I have cleared into and out of many countries, NZ excluded, coming soon, and not having been there at the time, it is difficult to determine the nature of the exchanges. Most times these differences can be resolved with a calm demeanor and respectful address to the official involved. Not always, but most times. We don't know what perspective this official is coming from so it is hard to tell what exactly is the problem.
