Nav Lights For Less Than 22' And 7 Knots

I see portable nav lights for dinghies that say they are suitable for vessels less than 22 feet in length and slower than 7 knots. I dug out the USCG Navigation Rules and can't find that rule. Can anyone tell me what rule covers this? Thanks.

Now, I have the little portable all around white light mounted aft and the combined red/green sidelights on the bow of the dinghy. The way I understand it is I am legal so long as I do not exceed 7 knots. If I want to go faster than 7 knots I will need sidelights, masthead and stern lights, right?

Yes, unless you are following Inland rules then you can keep the all around white and go as fast as you wish.

Both International and Inland Rule 25 (d) (i) are identical and refer to sailing vessels under 7 meters in length (about 22 ft.) and vessels under oars. Apparently vessels under oars have no length limitation. There is no speed limitation of "less that "7 Knots" in either case. So you can sail your dinghy and row Phoenician Galley as fast as your want.
