I have to admit that as long as I know what the rules say I don't care if I know what the numbers are. I'm not going to be at the helm frantically looking up rules, if I don't already know them it's too late.

Primarily but not limited to 2, 9, 13...

These are substantive but...

One of the things not groked by some is all the rules apply as in a mosaic.

6, 7 & 8 came into play when a risk of collision was created.

16 & 17 were in play because a passing situation occurred.

If I had to guess I would say most if not all the "other" votes are for rule #2, and if I'd thought it out I would have added it to the list but at the time #2 seemed so intuitively obvious as to not warrant a spot on the list. My bad.

I was trying to keep it simple and most of the discussion seemed to focus on 9, 10, 13, and 18. In hindsight I should have added #2.
