It's not national it's only WRC who have done it. It's a local by-law in one small part of the country normally invested with cows and sheep and local body officials who have a known history

NZ wide you do have to carry a lifejacket for everyone aboard any vessel but wearing them is generally up to the people or skippers call. Vessels exclude idiots walking on surfboards and a few other things. But these Stander Uppers are been seen doing serioulsy dumb ***** and it's definitely a 'when' will one or more be killed than it is a 'if'.
