A VHF licence is required for an American in Canadian waters and a Canadian in US waters. I have been led to understand this requirement was under review for changes years ago, but was dropped after 911 occurred. Seems silly.

Yes it is...the OP was asking if anyone had ever been cited for non-compliance.

Answer seems to be no.

A few folks urging compliance, but none yet saying they have ever been cited for VHF related uses.

I get embarrassed for the people who use CB lingo. "Got your ears on?", "Come back". We have all heard it and probably cringed.

This morning i sent them an email asking why they've done what they've done, i went through their documentation and on two separate pieces of correspondence they've noted the incorrect call sign being assigned to us?

See what they respond with.

I would imagine since I had to provide a copy of the license, there could be some problems with the Canal Authority if you didn't have it...

I went though the Panama Canal twice, and never had to show a station license. Maybe its because I know my my call sign by heart, or maybe Tom's official hadn't been laid in a while.

I checked the ITU database for my FCC issued MMSI about 3 years after I got it, and it wasn't there . It took 2 emails and 6 weeks for it to appear.

The only sailor I know who got fined $1500 by the FCC was the guy who gave his call sign on the SSB. He never made that mistake again. That was some time ago, and I think they have cut their compliance budget.

As for Austrailian enforcement, I was in Sydney harbor for over a week and the entire time VHF channel 16 was unusable due to some FM broadcast station.

Not only was tom's experience and exception (which I suspected) but someone trying to comply was the one person who got busted! (Although for SSB, not VHF as per the OP)...

So much for the Internet "experts"!

Answer: No, never been cited, nor ever heard of anyone else being cited.

That being said....

Croatia, 1991. Still have war and flare-ups in the Balkans as Yugoslavia breaks apart. My not-yet-wife and I would rent a sailboat for two weeks (just us two) somewhere in the Med. So one time we crawl into Split, hungover, and as normal party more and then sleep away the first night right at the dock.

In the morning we're advised to report to the Harbour Master. Croatia, it seems, has figured out a new method of extracting funds from the tourists: Regardless of the sailing and/or power boat license(s) one might have, one now needs a Croatian license. With a test required. Okay....

But they are fair about the test, and give a 5 min yatter about the subjects tested. Numbers zero through nine - in Italian. (We asked. Seems with the war and all Croatia wasn't really bothered about yachts at sea- let the Italians handle S&R.) Dead reckoning... sort of. {See the little boat on this sea chart? Using these two funny triangular pieces of plastic, tell us in which direction is this boat heading?} And so forth. Designed so people shouldn't fail.

So we both took the test, and we passed. Picture for the license! Smile! Even though everybody - including the Harbour Master - was speaking German, the license is printed in Croatian and English.

I'm proud. Got me a Croatian Sailing License! So I look at it, and...

I turned over the license, and there,
there on the other side,
in the middle of the other side,
away from everything else on the other side,
in parentheses, capital letters, quotated,
read the following words:
Kid, this is an "International Radio License".

... With all due apologies to Arlo Guthrie

So I've been "legal" ever since.
Don't know why I bothered with those other licenses in later years.

But its got nothing to do with " getting busted" , its about doing it right and learning the correct procedures and how GMDSS works , etc

Ps call sign over hF is entirely correct , without a call sign and a AAIC code I couldn't get Lingby to correct me to a public correspondance link.

All this talk of regulatory compliance reminds me there are two kinds of people on earth. Our city has a "rat on your neighbors" hotline for people who let their grass grow beyond the height limit. The grass police will come to your house, measure your grass with a steel engineering ruler and make you mow the lawn or charge you $300 for the city to do it. There are two kinds of people: those who will call that number for whatever reason and whatever justification, and those who never will.

That's the point , nobody's really checking this stuff anyway , the real point is get compliant, get trained up , so you understand how to use the gear correctly , professionally and properly.

jedi--no i dont have yet--i do have an ssb i need to install and then i will license up....not looking forward to being legal in the radio sense, but i know it is gonna be a help. and mandatory in many locales--i just havent gotten there yet...
the only citing i ever had on vhf was for helping a depressive not do self....i was commended, not ticketed. so far.
