East River Closure for UN Meeting 2013

Can anyone point me to the East River closure schedule for the 2013 UN General Assembly meeting?

I have been looking and even called the coast guard but no luck yet.

Thanks!

Don't the coasties send you round the other side of Roosevelt Island? Watch out for the low bridge!

When I went past the UN in spring 2012 it was a complete building site.

Call the Vessel Traffic Service (VTS) watch officer at (718) 354-4088.

Or keep watch on https://homeport.uscg.mil/mycg/porta...bId=1&cotpId=2

Also, I found here a .pdf detailing proposed full river closure and Regulated Navigation Area (RNA). The file is dated August 2013.

East River Closures for the UN 63rd Anniversay and General Assembly | Coast Guard News

NEW YORKSecurity zones will be established on the East River restricting vessel traffic through the upper harbor near the United Nations Headquarters by the Captain of the Port from Sept. 22 to Sept. 29, 2008.

The East River closure has been requested by the U.S. Secret Service and is necessary to protect visiting dignitaries during the U.N. General Assembly and the 63rd Anniversary Celebration located on the East River at East 43rd Street. The security zone includes all waters of the East River from East 35th Street to the Queensboro/59th Street Bridge.

A permanent security zone, (Zone 1), restricts vessel traffic within 175 yards of Manhattan. This area has been in effect since 9/11.

Zone (2): No commercial or recreational vessel traffic in the West Channel of the East River. Vessels shall not transit the West Channel from East 35th St. to the Queesnsboro/59th St Bridge.

Zone (3): No commercial or recreational traffic in the East River between East 35th Street and the Queensboro/59th Street Bridge except NYC DEP sludge vessels and commercial passenger vessels with USCG Patrol Commander (PATCOM) approval. Commercial passenger vessels will be escorted through the zone along the eastern shoreline at the discretion of PATCOM.

Violations of this security zone are punishable by a $50,000 fine, 5 years imprisonment, or both.

Thanks! I thought that bridge was a lift bridge that had 90 ft clearance up? I really don't want to bother with it if I can avoid it.

Thanks! I saw these from previous years. It is exactly the $50K fine I am trying to avoid! But I am too pretty for prison; maybe that is what I should be worried about.

Re: East River Closure for UN Meeting 2013

We just anchored off Rat Island and are hopefully headed through tomorrow. We would like to anchor off Ellis Island or the Statue of Liberty tomorrow night. Anyone have any suggestions?

On the south side of Liberty Island is a state maintained channel that leads to the anchorage at Caven Point, on the south side of Liberty State Park. There is also a boat ramp there. 15-20' of water with mud/sludge bottom.

Very protected from all points, except maybe SE, but even then there is a corner you can hide behind. Best spot in the harbor to anchor and it is free. Quiet at night after the park closes and few lights on shore.

Can also anchor between Liberty Island and Ellis Island but it's sloppy due to all the traffic, I would avoid it. Stay out of the security zones marked with white cans.

Hope you have a windlass and wash down pump, the sludge is gross and will make your hands tingle.

I heard that they no longer close the west channel because funds were not allocated to fix the lift bridge, ergo there is no alternate route for any larger vessel with a taller air draft, and that is why you have not seen one of these notices since 2008. But that is all word of mouth, so take it with a grain of salt.

Ariel view of Caven Point anchorage attached. Port Liberte is in the foreground. You can see the bridge to Ellis Island and a part of Ellis Island on the right hand side of the photo, Liberty Island is just out of view.

You want to park behind the breakwater in the middle, just north of the beach. Stay in the channel on your way in, it is very shallow to the south.

I went through in Sept 2009 (my first trip through the city by boat) and they were absolutely closing the west channel. We had started really early from Throgsneck to make the tide through Hell Gate. Since it was about 5 am and dead quiet when we entered the north end of the East River didn't think to turn on the VHF.

Right after we turned the corner at Hell Gate we saw blue lights all up and down FDR Drive, helicopters and lots of USCG boats, large and small. A RIB about 25' with a 50 cal on the bow came zooming up to us and asked more or less WTF we were doing and where's our radio. I grabbed the handheld and asked what's up. Closing the river in 10 minutes. If you hurry we'll let you by. Otherwise you have to turn around and take the east channel.

A power boat about 1/4 mile behind us got turned around. The west channel was closed until 7 pm.

Since I didn't go that side not sure but in the west channel the current was starting to hit 3 kts by the time we got through. I would be a bit nervous going through the east channel if the tide was behind me. Would hate for the bridge to delay opening and me not have enough juice to stem the tide. I seem to recall WF Buckley's son took the mast down when he took dad's boat up the wrong channel and forgot about the bridge.

I'm sitting in Bayridge Anchorage right now and the West Branch is absolutely closed 7am to 7pm.
