Here's what the USCG document center says;

Documentation of your vessel does not cover the vessel's tender or dinghy. These craft fall within the jurisdiction of the motorboat numbering laws of the state of principal use. Please contact your state agency that handles the registration or numbering of motorboats for further information

I am going through this now and Delmarrey is correct - the USCG said it falls to the states laws. There is a provision that if it is used to transport crew to shore and back IN CONSTANT SIGHT OF THE YACHT it may be exempt but spending time ashore is not included. In Maryland, and many other states, if the vessel is used in that state for a specific period of time you will pay a use tax on it - but many are reciprocal with other states sales tax so paying the sales tax at registration avoids a use tax in another state. DNR just notified several slip holders at our marina last year who registered in Delawre to avoid taxes and rented a slip for six months in Maryland. One way or another it seems you will pay the government to use your toy.

We pay a use tax in Michigan of 450 for the vessel. Tiny boats like our dink can be registered for less than 20. Its mostly not worth the discussion but it does irritate me to have to pay more considering what we pay for the boat. We are told that the main vessel pays the max to cover the wear & tear exacted by large boats and their trailers on public launches. HAHAHAHAHAHAHA I can't get within 100 yards of most launch sites in the state, The trailer discussion is laughable. We pay by the foot to use any state docks. The dink is launched from the deck and you pay at the dinghy dock in many places. Did I say HAHAHAHA ironically? We will likely pay to register the dinghy rather than have the argument.
