Dinghy and Outboard Titles

My partner and I bought a sailboat in Texas in Jan of 2010. The vessel is documented and we've been cruising around the Gulf and are now on Marathon Key. In about a week we're planning to head to the Rio Dulce.

In preparation we're going through paperwork and realized that we'd never sent in the signed title transfer for the dinghy and the outboard engine. I called Texas and they said that we'd have to pay a multitude of fines to get the title put in our name. I was thinking about trying to just start from scratch here in Fl. but I guess they don't have titles for outboards here.

Any suggestions? We just want to make sure we can enter foreign ports without any hassle. What exactly do we need?
