Dinghy & outboard - restrictions in Europe?

Hello forumites,

did not find any info with the search function, so am starting a new thread... This year we'll have our dinghy equipped with a small 2-stroke outboard and plan to cruise several new countries in Northern Europe. Are there any restrictions taking the combo up rivers or canals?

For example, would it be ok to go explore Amsterdam with our own dinghy, or take it up a river in Poland/Germany? Obviously not going through any locks, but just wondering if there are national or local legal restrictions that you know of.

In Finland it would be ok, provided you carry the rather minimal safety equipment required.
