Detroit River Traverse July 2018 US/Canada

I'm delivering a 40' boat from Ohio to Wisconsin.

I do NOT have a passport

The Detroit & Saint Clair rivers straddle the international border.
Canadian law allows for incidental crossing of the line ... good

But Canadian law also allows for the Canadian Coast Guard to stop and/or order a boat ON Canadian water to proceed to land in Canada.

Canadian law also says that an American boat ON Canadian water that interacts with a vessel ON Canadian water, would now be required to check-in(have a passport).

I can find no "new" laws from the American government that actually addresses an American vessel incidently crossing into Canadian waters and back again. I have seen "statements" indicating incidental crossing, with no landfall(anchoring or such). I've also heard of issues with boaters who were assumed to have made one form or another of landfall, and needing re-entry documents to get back to America. I don't want to be part of the fallout between Trump and Treudoe(sp)...

We have a 45 feet mast with 6 feet draft and must stay in the more eastern channels which criss/cross the border.

Is it actually possible, with existing river levels to traverse from Lake Erie to Lake Huron without incidental crossing into Canada?
