Cruising with state registration?

Thanks to anyone who may provide any information that helps me finding a solution for my problem.
First of all, I would like to give congratulations for the creation of this interesting forum after visiting and reading it for some time now.

I plan to get on board in November this year but after reading some posts I have a big concern regarding my project. My plan is to cruise within the Caribbean and around Florida. Since I am a permanent resident, my boat is not eligible for USCG registration. I am a Cuban citizen but I know it will be very difficult for me to get a registration from Cuban authorities. My question is: Would a state registration be sufficient for cruising abroad and what countries may cause problems (I know that Bahamas, Puerto Rico and Virgin Islands will be okay).

Where can I get information on this issue?

You will hopefully get some replies. But I seem to remember a similar question being asked once before. So if you also do a search of the forum, you may come up with some info on registration. As I understand it, you can register your boat in any country. Also as far as I know, the USA is the only country that has issues with Cuba.
