Is there a country that considers pepper spray a weapon?

Old cab driver trick was a pressure pack of fly spray. Unless used as a weapon I can't see how having that one close at hand constitutes any sort of offence.

YES.
Wikipedia has a list of Countries and US States in which Pepper Spray ("Oleoresin Capsicum") is illegal or controlled.
Here ➥ Pepper spray - Wikipedia, the free encyclopedia

I work out of a pirate infested port, where we have, armed with machine guns, escort vessels, and we still have boats that are attacked, fairly frequently, the last time in before crew change we had a vessel get jumped, in the convoy. The company owners response to this is buying us night vision binoculars which work wonderfully, so you can at least see your attackers as they approach. I believe they also make a thermal imaging feature for a little bit more money. So you can wave hello to your attackers. Personally I don't have a victim mentality, I am also not a "macho prove to the world I am a badass homophobes" type. If one is carrying firearms and is proficient in their use, I would suggest a bullet into the outboard pretty much renders the situation inert, if that doesn't work then turning the leader's head to goo, will do the trick. Otherwise shoot holes in the hull, it is difficult to bail and shoot at the same time.
What works best of all is, use your head for something besides a hat rack, and do not put yourself in a position to be pirated. The world is not the private Disney land for those of us with the means to explore it. So wake up and look around and think before you get yourself into a bind. You are riding around on what represents more money than most people will earn in a life time. And for the have nots this may represent an irresistible opportunity for them to feed their family or just profit.

Very true.... what folks often forget and many don't seem to realise is a 1st World person living on welfare in a subsidised studio is as unreachable a status of wealth for the average 3rd Worlder as it is for the welfare dude to have a life style like Trump..

In the UK you could be charged for carrying anything as a weapon (DIY pepper spray / axe / knife - or even cheese ) if it was carried as a weapon, not used, simply carried with the intention of using it as a weapon - even "Just in case". (obviously easier to prove that for a Samurai Sword worn on a belt than an age hardened block of cheese, in a sock )

Chad, I think condoms were banned in Turkey and Ireland back in the 70's. Turkish jails being famously hospitable, but fortunately, their border guards were usually content to simply confiscate Playboy.

Then there's that fellow who was posting on the forums last year about his boat being confiscated in Brazil for some problem.

US sailors who have been caught bringing back cigars from Cuba have also not been very pleased with their experiences--contraband is contraband, world over.

Names & dates? No, that's not my department. Decide for yourself if you want to read the rules and penalties and risk them for yourself. Remember that in a Mexican jail (and many others) you can get cable TV, full internet service, gourmet cooking, and daily massage and manicures--if you're willing to pay for it all out of your own pocket. Can't buy that kind of service in a US jail at any price.

"Is there a country that considers pepper spray a weapon?"
Heck, there are cities and states in the US where you can't ship or sell pepper spray because it is considered a weapon.

"Is there a country..." There are some 195 or 200 nations on earth depending on who is doing the counting and which ones were eliminated recently. You want to ask each one?

most countries ban agressive personal protection devices. Personal protection is not a valid reason to own a firearm or any dangerous leathal or non-leathal weapons, in a significant majority of stable countries.

See post #12 - New Zealand seems to be one . . . and there are probably many others.
