Clearing in from Tender While 'Mother Ship' Is Outside the Twelve-Mile Limit

My question is the result of comments on a recent thread regarding the exchange rates of foreign currency's (when buying a boat) and in fact, the value of “currencies" (paper) at all.

Some have suggested that trading currency for a boat with the ability to relocate the boat to economies where its value is greatest, is one way of getting the most value of the original currency.

So it got me wondering....if your global roaming boat is kept off shore, beyond the 12 or 24 mile limit of these varying countries, and you come to shore in your tender to clear in (I'll assume that the tender is a legally documented vessel) would that tender be the only vessel mentioned in the documents? If, for instance, its an open rib type vessel or a jet ski...I wonder how the authorities would handle this.

I bet some authorities would get very suspicious if you left the ship in the international waters and landed in the aux. This much said they would probably check you (and the aux) in & out, and claim whatever the fees are.

But, why would you do it?

I know its a serious question and fwiw, I agree. If you properly document the vessel you arrive in LOA shouldn't matter even if it was deployed from a second boat in international waters. The second boat is a red herring.

However whenever I clear into Malaysia or Indonesia I must present my port clearance from Singapore. Presuming I took the boat and the dinghy, I would need two port clearances. Hmmmm...

Having crew arrive on a different boat, we have done - transfers at sea. Clearing out one boat and clearing in a different boat, not so easy. Maybe one sailor clear out in the boat and one sailor clear out in the dink.

My question is how this relates to the first part of your question about exchange rates?

The first part was just to explain how I came to the question.
I figured some would connect the dots and see the off shore "bank" as an interesting thought....relative the the thread I mentioned.

I don't know if they stay in international waters, but it sure seems viable.

Hey there are drug smugglers who do exactly that all the time. No problem, at least most of the time. Few countries have the satellite tracking capability the US has. I did read about some Aus customs officials busting a sailboat full of drugs recently. But maybe they would have gotten away with it if they just hove to offshore and came in on their tender.
