Checking out of the US

The Mexicans are getting fed up with US boats showing up without a Zarpe. We tried to get one in Key West but the Customs and Bordrer patrol office only offered a courtesy permit good for 24 hours. As it took us 3 days to get to Isla Mujeres, it would have done us no good. The Mexicans were a little pissed. A fuel receipt got us through check in but not without a long talk. The Mexican guy showed me a form another US boat used and it was what they wanted. Where that boat got it who knows but not in Key West I guess.

The US doesn't have a zarpe but they use this (I've heard). It's for commercial boats but it works for Mexico. Fill it out and have it stamped at any Customs Port or airport.

The form that Sand crab points to is what I use when I check out of the USVI with a destination other than the BVI (which allow incoming boats from the USA without clearance papers). It is helpful to have the immigration/customs official point out which fields need filling out, since much of that form is not relevant to private sailboats.

about 4 years ago we left the west coast of Florida for Mexico and had heard of the problem on this forum -- So i made up a Zapre in Spanish and English and the Marina Dock Master at the dock we were at laughed and signed it --
It would have worked if he had stamped it -- we had a problem with no stamp -
So make one up and make sure there is some sort of stamp on it and it will work - at least it would have for us -
The port captain did not have a problem with it just no stamp as he said anyone could have signed it

seems the only places where a zarpe is sought in mexico are on east coast.
east coast mexico has had different practices than west coast for entry from usa.
this is some of the irregularity of entry the govt has been trying to solve.

In Key West you can get a clearing out stamp by going to the airport.
I was a *tad* surprised I didnt need anything to clear out of the USA, just sail off intothe sunset, no notice given, post the departure card back from the next port.
I thought it would be some great rigmarole to inspect the boat to make sure I wasnt taking people trying to escape the USA!

But in my investigations into 'can this be true' I was informed the airport on key west will do anything you want in terms of exit paperwork.

Instead of going to a spannish speaking country where they love Zarpes, go to a French island where they couldnt give a stuff where the hell you have been

I find it a bit third world that US Customs and Boarder Patrol office in downtown Key West does not know that you can go to the airport office for clearance papers out of the US. They share the same staff between the 2 offices.

I would love to find the source that says it is OK to post/mail the I-94 from the next port....

That would save me a detour into Cruz Bay when coming back from SVI to BVI.... my current understanding is that because I am an "alien" I need to "surrender" my I-94 before leaving the US.

The USA has had problems with too many folks leaving in the past but lately it has not been too much of a problem.

We have no problem getting the forms from our local Homeland Office!! Maybe you guys are just not asking the questions at the right place !! As we use Isle M as our ck into Mexico we must have the proper form to make this a simple ck in !! If ya have one of the 1300 forms then ya ck right thru no problem !! If ya don't have one look for some problems that can be messy !!! Just sayin the gulf side of Mexico is different then the West Coast !! Heck we get our fish Lic when we ck in with our clearence papers, no problems!! I keep a copy on my lap top that I can print out as I need them !! If your going to Isla M get a 1300 before ya leave the US and you will slide right thru !! Just our experince!

Customs and Border patrol isn't in downtown Key West. There is an office there but it has been closed for a couple of years. They are located at the Airport. At least it was when we were there a few months ago. Chuck
